CITY OF KINGSTON
u Drugs: Luis A. Hernandez-Fransisco, 26, of 429 Albany Ave., Kingston, was charged with misdemeanor criminal possession of a controlled substance and the violations of unlawful possession of marijuana and criminal trespass by Kingston police at 2:04 a.m. Tuesday.
u Endangering the welfare of a child: Lindsey M. Bell, 23, of 235 Broadway, Port Ewen, was charged with misdemeanor endangering the welfare of a child, and Jesse M. Decker, 25, of 205 Glasco Turnpike, Saugerties, was charged with the misdemeanors of resisting arrest and obstructing governmental administration as well as harassment, a violation, by Ulster County sheriff’s deputies at 9:05 p.m. Tuesday. Deputies said Decker had reported that when he dropped his 3-year-old child off with Bell, the child’s mother, that he was “concerned that Ms. Bell was intoxicated and unable to properly care for his child and another 5-year-old” in her care. Deputies said they found Bell was intoxicated and was unaware the children had gone to a neighbor’s house. During the investigation, deputies said Decker began to interfere with them and became “combative” before eventually being taken into custody. The pair was arraigned in Esopus Town Court, and each was released to reappear at a later date.
